The Shanghai Jinqiao Export Processing Zone (Shanghai Jinqiao EPZ), located in the central part of Shanghai Pudong New Area, is a state-level development zone approved by the State Council in 1990. Covering an area of 27.38 sq km, the Shanghai Jinqiao EPZ was the first state-level development zone to be designated an export processing zone.

Shanghai Jinqiao EPZ enjoys an advantageous geographic location. It borders Lujiazui Financial and Trade Area, Waigaoqiao Free Trade Zone and Zhangjiagang High-Tech Park. The park also has convenient access to transportation. The Shanghai Railway Station is just 15 km away, while Shanghai Hongqiao International Airport and Shanghai Pudong International Airport are 25 km and 30 km away, respectively. The Jinqiao EPZ is close to two of the major harbors of Shanghai Port, China’s largest port in terms of container traffic in 2012.

Investment Climate
The Shanghai Jinqiao EPZ is divided into East, West and South sectors: The East sector is an industrial park, and was approved as Shanghai Jinqiao High-Tech Park by the Ministry of Science and Technology in April 1998. Jinqiao Software Park is located in Jinqiao High- Tech Park. The West sector is a residential area, and is known as the Jinqiao International Community. The South sector, known as South Park, and is an industrial area. It is located to the north of Chuansha Town and covers an area of 4 sq km. South Park was developed under customs-closed management in July 2001.

In 2012, the gross industrial output value of Shanghai Jinqiao EPZ exceeded RMB 188.68 billion, up 17.1% from a year earlier. The five pillar industries in Shanghai Jinqiao EPZ are electronic information, optical-mechanical-electrical integration, precision machinery, fine chemicals, and automobiles and auto parts.

The automobile and auto parts sector is the strongest sector in Jinqiao EPZ. The largest automobile maker within the zone is Shanghai General Motors, a joint venture of GM and the Shanghai Automobile Industry Corp (SAIC). It realized RMB 7.4 billion in gross industrial output, making up 20.3% of Jinqiao EPZ’s total.

In 2012, the park introduced 55 net projects with contracted FDI of US$490 million, up 52% than it realized in 2011. Major investors include GE, L’Oreal, GM, NEC, Siemens, HP, Alcatel, Shanghai Bell, Motorola, Acer, Sumitomo, Omron, China Micro Semicon, Shanghai Johnson and SMIC. U.S.-based IT giant Motorola inaugurated the Motorola Shanghai Innovation Center in Shanghai Jinqiao EPZ on Dec. 6, 2007. The center consists of the Motorola China Research Center, the Shanghai R&D Center of Network Systems, the Energy Design Center and the R&D Center for Movable Device Products. By the end of 2012, the utilized FDI of the park totaled US$7.29 billion.
