Ningbo Daxie Development Zone, approved by the State Council in 1993, was jointly developed by CITIC and local governments. It is situated on Daxie Island, Ningbo, and has a planned area of 35.2 sq km.

It lies at the intersection of the coast and the Yangtze River, about 40 km from Ningbo and 100 km from Shanghai, the economic hub of China. With the opening of the Ningbo-Shanghai transoceanic bridge, driving time from Daxie to Shanghai has been shortened to 2 hours or less. The Shanghai-Hangzhou-Ningbo Highway and the Xiaoshan-Ningbo Railway connect the development zone with other major domestic cities. Ningbo Airport provides 30 air routes to Hong Kong, Beijing, Macau, Shanghai and other cities.

Daxie is close to the deep-water international shipping lane. Currently, there are about 30 berths in Daxie, including a large crude oil berth that can accommodate 300,000-ton ships. Over 190 container shipping lines to ports throughout the world are accessible via Beilun Harbor at Ningbo-Zhoushan Port.

Investment Climate
In 2014, Ningbo Daxie Development Zone’s GDP hits RMB 19.4 billion. In 2013, Ningbo Daxie Development Zone’s Gross industrial output value was RMB 51.5 billion, up 5.08% year on year. In 2014, Gross industrial output value reached RMB 54.15 billion. Total import and export value reached US$2.3 billion in 2013, and US$3.1 billion in 2014.

Daxie favors port-related petrochemical industries, port logistics and energy transshipment. Due to its port access, Daxie has a strong advantage in constructing large-scale petrochemical bases. The demand for upstream petrochemical products is strong in Zhejiang, as downstream petrochemical industries, especially textiles, plastic processing, fine chemistry and other light industries, are quite advanced there. The industrial output from the plastic processing industry in Zhejiang accounts for 20% of China’s total, while the output of the province’s pigment industry makes up over one third of China’s total. In 2012, the area’s port cargo throughput hit 71.78 million tons, up 2.5% year on year, while its port container throughput increased 7.7% to 2.02 million TEUs.

Many large-scale petrochemical projects, including CNOOC Bitumen, Mitsubishi PTA, PTMG, and Korea Hanwha PVC, have been launched in Daxie. BP, Sinopec and PetroChjna have also built terminals and oil storage projects there. The Ningbo Wanhua Industry Park, the Mitsubishi Chemical Industry Park, CNOOC High-Quality Railway Bitumen Project, Hanwha PVC Project and Linde Large-scale Gas Separating Project are under construction.

The area also has an advantage in energy transshipment, as it has a strategic location on the coast in the Yangtze River Delta. Daxie has become the leading energy transshipment base in the Yangtze River Delta and is home to the BP LPG Terminal, Sinopec Crude Oil Terminal and PetroChina Oil Storage Project. The BP LPG Terminal, which commenced operation in 2002, is capable of storing and transporting 1.7 million tons of LPG. This makes it the largest LPG storage and distribution center in Asia.

The latest figures show that, in 2012, the park realized RMB 3.65 billion in fixed assets investment, up 99% year on year. Its fiscal revenue for the period rose 0.4% to RMB 10.12 billion.
