Beijing Economic-technological Develop-ment Area (BDA) is the only state economic and technological development area that enjoys the preferential policies of both state economic and technological development areas and state high-tech industrial parks.

BDA has implemented a “nine accesses on one level” concept. The nine accesses are roads, drainage of rain and wastewater, tap water, natural gas, power, telecommunications, heat and cable television (the heating service only covers the key area).  The “one level” refers to the flat ground on which BDA is built.

BDA has released Tentative Regulations on Encouraging Senior Talent, Implementation for BDA Grand Devotion Prize and Tentative Regulations on Supplementary Medical Treatment in the Development Area to improve employee wellbeing. BDA has 24 academicians, 327 doctoral degree holders, 2,612 masters degree holders and 241 overseas students. There is a venture park set up for overseas students featuring a postdoctoral work station and an enterprise incubator to nurture talent and aid in the transfer of results from scientific research.

Located in southeast ETOWN region of capital, BDA started its construction back in 1992. On August 25, 1994, it was ratified by the State Council as a state-level economic and technological development zone in Beijing. The overall planned area is 46.8 square kilometers . Up to the present, the total investment amount of all the dwelling enterprises in BDA exceeds $ 20 billion. And the investment ratio of foreign funded ventures is over 70%. During the period of 1994-2008, five major indices of BDA (GDP, total industrial output value, sales revenue, financial revenue and taxation revenue) had the annual average growth rates of 56.86%, 66.24%, 76.54%, 73.02% and 54.08% respectively. Though debuting one decade later than the first batch of national class economic & technological areas, BDA has ranked high among its counterparts in term of comprehensive economic indices.

BDA has placed a high priority upon the coordinated development of industry and environment and the construction of a resource-conserving society. It has adhered to the principles of low input, high output, low consumption, less discharge, recyclable energy and sustained development. Constant efforts have been exerted to strengthen the degrees of integrated utilization for such essential factors as land, water, electric power and energy, etc. so as to strenuously build up a resource-conserving and eco-friendly development area. Currently, the sewage treatment rate of BDA was up to 100%. The level of energy consumption per RMB-10,000 GDP reached 0.1442 ton standard coal.

As the traffic hub of China, Beijing has the most advanced transportation network. Located at both sides of Beijing-Tianjin-Tanggu Expressway and between Beijing’s Fifth & Sixth Ring Roads, BDA enjoys an unparalleled geographic location of a crisscrossing grid of such numerous traffic trunks as Beijing-Tianjin-Tanggu Expressway, Beijing-Tianjin-Tanggu No. 2 Expressway, Beijing-Tianjin Intercity Rapid Railway, ETOWN Light Rail, Fifth Ring Road, Sixth Ring Road and Airport Expressway, etc. Thus convenient, prompt, optional and modern transportation services have been provided for BDA so that it is closely interconnected with many economic zones, sea ports, airports and logistic centers.

Departing from BDA, one drives along Beijing’s Fifth Ring Road to enter the airport expressway and arrive at Beijing Capital International Airport only 25 kilometers away. As a global hub of air transportation with a strategic geographic location, Beijing Capital International Airport is the largest and busiest one with the most complete facilities. It has domestic flights to nearly 100 large and medium cities in China and also operates over 170 international flight routes.

As the Chinese network hub of freight & passenger railway transportation, Beijing has unmatched advantages. Departing from BDA through a network of urban roads, one can easily reach Beijing Railway Station, Beijing West Railway Station, Beijing South Railway Station and Beijing North Railway Station.

From northwest to southeast, it runs entirely across BDA for a total length of 23.8 km. The light rail line is scheduled for completion and operation in 2010. Enabling a seamless connection between BDA and Beijing Municipal Rail Transportation Grid, it becomes a rapid transit corridor for ETOWN New City and provides supports for its development.

Beijing has constructed the densest network of high-standard urban roads. The planning of peripheral and interior roads of BDA is reasonable and the matching high-tech facilities are complete. With an excellent geological condition, BDA has bedrock 80-100 meters deep. The bedrock surface is gently rolling without a rift belt. According to the national regulations, the anti-quake grade of buildings is XIII. The status of engineering geology can meet the requirements for general industrial and civil construction projects. The ground resistance is 10-15 ton/square meters. The depth of frozen earth is 0.85 meter. Non-corrosive to concrete, the underground water level is 6-11 meters deep.

The infrastructure of BDA is constructed so completely as to include transformer stations, sewage treatment plants, reclaimed water treatment plants and central heating plants, etc. It has pioneered in Beijing municipality to achieve the infrastructure of One-Flat-Ten-Access. To be specific, One-Flat refers to the natural land contour is flat and even while Ten-Access refers to easy accesses to urban roads, rain pipelines, sewage pipelines, tapped water pipelines, natural gas pipelines, electricity cords, telecommunication cords, heating ducts, Cable TV lines and McWiLL wireless network coverage.

BDA has acquired complete packages of service outlets and matching service facilities. The Administrative Committee of BDA has constructed a one-stop service hall for providing individualized, professional and customized services. The service outlets have customs, industry & commerce administration, taxation bureau, drug supervision, quarantine & epidemic control, public security and fire prevention while the matching service facilities include expert apartments, youth hostels, bonded depots, postal offices, telecommunication offices and banks. On January 5, 2007, Beijing Municipal People’s Government formally ratified the 2005-2020 Plan for ETOWN New City and specified clearly that ETOWN New City whose core is BDA would be one important focal point and key development spot of East Beijing Development Belt. It would also be a high and new-tech industrial center for radiating and propelling the industrial development of the Beijing-Tianjin Urban-rural Corridor. In accordance with the plan, the planned population of ETOWN New City is at 700,000 in 2020. And the land usage scale of urban construction is controlled at around 100 sq m. In the future, with a quick access to Beijing-Tianjin-Tanggu Expressway and Beijing-Tianjin Intercity Rapid Railway, BDA will incorporate ETOWN New City and its outlying areas. It will draw upon its high-end industries and headquarter economies to push vigorously forward the technological innovation, optimize the industrial structures, attract multi-national corporations and large brand name domestic enterprises to establish headquarters and R & D centers here and enhance its comprehensive competitiveness to make a greater contribution to the capital’s economic growth. BDA shall spare no effort to build a high-end industrial zone oriented to the global market and construct a prosperous, harmonious and living-friendly ETOWN New City so as to achieve the goals of mutual industry-city promotion.

Drawing upon the uniquely endowed talent, policy and region advantages of the capital, BDA is adhering to the development goals of industrial clustering and resource conservation and accelerating the cultivation of such newly emerging industrial clusters as digital television and green energy on the basis of four pillar industries of information & communication technology (ICT), equipment manufacturing, bio-engineering & new medicine and automobiles.

BDA has a cluster of over 100 domestically and internationally renowned enterprises of ICT. As exemplified by Nokia, the industrial chain of mobile communication has become the largest scaled, the most complete and the most competitive one in the world. Based upon summarizing the experiences of Xingwang Industrial Park, BDA is making intensive efforts to study the industrial clustering linkages of casks and chains to further improve the industrial chains of mobile communication (as exemplified by Nokia), digital television (as exemplified by BOE) and integrated circuits (as exemplified by SMIC), elevate the industrial structures and accelerate the clustering development of pillar industries.

As exemplified by Nokia Telecommunication Inc., BDA Xingwang Industrial Park has absorbed the globally renowned enterprises of mobile telecommunication accessories. The manufacturing plants of handset components are clustered like different workshops of one single enterprise. All the dwelling enterprises of Xingwang have achieved the goal of Zero Inventory. As a result, the globally unique Xingwang Mode has come into being. Currently the industrial chain of mobile communication, as exemplified by Nokia, has become the largest scaled, the most complete and the most competitive whole body of integrating technological R & D, product design, component supply, logistics and manufacturing and regional headquarters in the world.

To further promote the optimization and upgrading of development of the industry of bioengineering and new medicine and provide strong guarantees for further industrial clustering of biomedicine, BDA has initiated the construction of Beijing Etown Bio-medical Industrial Park as a combined platform of new drug innovation platform and technological supports. Currently over 100 enterprises of bioengineering and new medicine, as represented by Bayer, GE, Daiichi Pharmaceutical and Tongrentang, etc., have generated the sales revenues and profits accounting for around 40% of Beijing municipal total amounts. Beijing Etown Bio-medical Industrial Park is designated by National Development and Reform Commission as a state-level biological base and known as the Pharmaceutical Valley of Beijing. Taking full uses of the leading edge of Beijing in up-stream biotechnology, BDA employs a variety of strategies, such as building public platforms, developing contracted biopharm R & D outsourcing and consolidating internal resources to elevate the overall industrial level of expertise and improve industrial matching so as to grow and strengthen the industry of bio-medicine.

Industry of Digital Television:

Industry of Green Energy:

Mobile Silicon Valley Industrial Park:
The BDA will be built "mobile Silicon Valley Industrial Park", to attract more telecom operators, equipment manufacturers and channel resellers settled in, and recycling a mobile communication industry base, through digestion and absorption re-innovation, further development of its core mobile telecommunications chips to enhance the core competitiveness of the field, create space and new economic growth point in Beijing.

Industry of Aeronautics & Space:
BDA will draw upon the advantages and existing industrial foundations of Beijing aeronautics & space groups and institutes to cultivate and develop it with unique characteristics. • For newly introduced foreign-funded enterprises with a contracted foreign investment of over $15 million and domestically-funded enterprises with a registered capital of over RMB 100 million, upon starting operation and generating tax in BDA, one-time funding support is available. But the maximal amount should not be over RMB 10 million;
• For newly introduced Global 500 or China 100 enterprises and those ranking at Top 10 or having national brand name products, upon renting plants for R & D and manufacturing and generating tax in BDA, funding support not more than the limit of annual rental fee is available. But the support duration is not over 3 years;
• For newly introduced land-purchasing and plant-constructing manufacturers, they are entitled to apply for a funding support at 20% of corporate tax due amount within 5 years as of the registration date;
• For newly introduced MNC headquarters & regional headquarters, group corporate headquarters & regional headquarters, R & D centers, marketing centers, settlement centers, logistics center, service outsourcing firms, capital management corporations, venture capital corporations and other manufacturing-oriented service enterprises with high added values, they are entitled to apply for a funding support at 40% of corporate tax due amount within 5 years as of the registration date. 

• For eligible technologic research projects receiving key sci & tech funds of national, municipal or ZGC Sci & Tech Park plans, a maximal support of RMB 5 million is offered;
• For eligible technologic research projects passing the expert appraisals, a maximal support of RMB 3 million is offered;
• For eligible technologic achievement transfer projects (autonomous R & D or between non-related units) passing the expert appraisals, a maximal support of RMB 5 million is offered;
• For those receiving domestic inventions, utility models and appearance design patents, each award shall receive a support of 20,000, 8,000 and RMB 2,000 respectively. For those receiving foreign inventions, each award shall receive a support of RMB 100,000;
• For those entrusted domestic patents starting paying tax in BDA, a support equivalent to 100% of yearly patent maintenance fee is offered;
• For foreign patents achieving an annual export sum of over $ 1 million, a support equivalent to 60% of due yearly exporting patent maintenance fee is offered;
• For special and key projects with core technologies and outstanding economic returns and those capable of filling domestic and international voids, a special support in excess of the upper limit sum may be offered on a case-by-case basis.

• Some funding supports will be provided for key national or municipal projects undertaken by overseas high-level talents. And these projects have autonomous intellectual property rights and advanced technologies and they can fill domestic voids and are capable of industrialization in BDA;
• For venture capitals investing in enterprises founded by overseas high-level talents, the investments may contribute 10-30% to the total investment amount. The single contribution is maximal at RMB 10 million. A joint investment may be made with the venture capitals in enterprises founded by overseas high-level talents. The contribution percentage should not be over 10% of total investment amount and a single-sum has a maxim of RMB 10 million;
• For enterprises founded by overseas high-level talents renting office and manufacturing venues at designated incubation zones, they are entitled to a subsidy of rental fees. The subsidy limit is equivalent to 50% of actual rental fee within one year of the date of renting. The duration of subsidy for a single enterprise is two years and the total limit is not over RMB 2 million;
• The enterprises founded by overseas high-level talents are entitled to receive an interest-deducted supporting loan. The interest-deducted limit is 50% of yearly loan interest as calculated on the basis of basal interest rate. Each year the maximal interest-deducted limit is not over RMB 2 million. And the maximal interest-deducted duration is 3 years;
• For those overseas high-level talents pioneering and working in BDA, they are entitled to receive supports in patent expenses, enterprise founding, post-doctoral researches, housing, relative-visiting abroad, spouse employment, child schooling and health examination, etc.

• A biennial honorary prize awarded by Working and Administrative Committees of for those individuals who have made outstanding contribution in economic development and scientific & technological advancements of BDA. All the candidates will receive a honorary certificate, a prize cup and a bonus;
• Selection criteria: (anyone fulfilling any of the following criteria is eligible)
  • During the process of research and development, those making systemic or innovative achievements in researches whose academic and technological levels up to those international or domestic leading fronts. And remarkable application returns have been obtained;
  • During the processes of high & new-tech development, research achievement conversion and industrialization, key technological problems have been solved so as to drive forward the industrial development and the technological progress. Up to the internationally advanced or domestically leading levels;
  • During the processes of introduction, promotion and application of high and new technologies, innovatively solving key technological problems and obtaining remarkable economic or social returns;
  • In terms of obtaining or applying an invention patent or developing a new product, remarkable returns have been achieved in replacing imported products or filling domestic voids;
  • Senior managers who have made outstanding achievements in economic development and scientific & technological advancements in BDA, whose management concepts and methods have been promoted and applied in practices and whose founded or managed enterprises having achieved remarkable economic or social returns;
  • During studying at the Post-doctoral Research Working Station, those whose undertaken research projects or topics having achieved a major break-through and the achievements up to the internationally advanced or domestically leading levels;
  • Those who have mastered solid labor skills, summarized unique operating methods, made outstanding contributions in technological innovation, technological retooling and problem tackling, etc., and generated great economic or social returns.
